Delivery System Reform Incentive Payment


GNYHA played an instrumental role in securing an $8 billion Medicaid waiver from the Federal government to support continued health systems transformation and improved population health. Approximately $6.42 billion of that waiver funds the Delivery System Reform Incentive Payment (DSRIP) program, which requires hospitals and their performing provider system (PPS) partners to engage in projects and activities that will reduce avoidable hospital use. GNYHA is committed to supporting DSRIP’s 25 PPSs—including the 16 that are led by member hospitals—through advocacy and implementation support. 

The DSRIP section was created to provide PPS project management office staff and designated representatives from partner organizations implementation resources, meeting materials, and details on GNYHA’s efforts to support PPSs throughout the five-year program.

DSRIP Behavioral Health Workgroup

  • The DSRIP Behavioral Health Workgroup arranges the PPS clinical and behavioral health project leads to discuss implementing behavioral health interventions and models, including the integration of behavioral health and primary care—a key component of Project 3.a.i., which all 25 PPSs chose. The workgroup also includes a subgroup of PPS clinical, care management, and behavioral health leads partnered with city, county, and state agencies to develop best practices and innovations for reducing inappropriate use of Emergency Medical Services and Emergency Departments (EMS/ED).

DSRIP Care Plan & QE Learning Collaborative

  • This workgroup convenes PPS clinical, care management, health information technology leads, and NYS Qualified Entities (QE) to jointly develop standards for care plan conventions, and governance and exchange models.

DSRIP Clinical Leadership Forum

  • This workgroup convenes PPS clinical leads to discuss care re-design and provider engagement strategies, develop solutions for common implementation challenges, and identify best practices for achieving DSRIP care delivery transformation and population health outcome goals.

DSRIP Compliance Workgroup

  • This workgroup convenes PPS compliance professionals to discuss issues and challenges concerning the design and implementation of PPS compliance programs.

DSRIP Patient Engagement Workgroup (Project 2.d.i.)

  • This workgroup convenes the PPS project managers for project 2.d.i.—Implementation of Patient Activation Activities to Engage, Educate and Integrate the Uninsured and Low or Non-utilizing Medicaid Population into Community-based Care.

DSRIP Post-Acute Care Workgroup

  • This workgroup convenes clinical leads, care transition leads, and project managers of DSRIP post-acute care projects.

DSRIP Workforce Workgroup

  • This workgroup convenes PPS workforce leads to discuss strategies related to workforce impact, training, and retraining initiatives as they relate to the changing delivery system.
