Scott Gaffney joined GNYHA in 2014. Mr. Gaffney’s work focuses primarily on State finance policy issues, including health care financing and access to capital funding. He also oversees GNYHA’s continuing care finance team that advocates on behalf of GNYHA’s more than 60 not-for-profit and public nursing homes with the New York State Department of Health and Centers for Medicare & Medicaid Services on nursing home health care financing programs. Mr. Gaffney earned a BS in Health Policy and Administration from Penn State University and a MS in Health Informatics from Northeastern University.
