Tom Connolly returned to GNYHA’s Government Affairs Department in 2025, having first served as Director of State Government Relations and Health Finance nearly 30 years ago. He is responsible for identifying issues that will help shape GNYHA’s State policy and advocacy positions and support the Federal Government Affairs team on issues that require joint State and Federal attention. Mr. Connolly is an expert on health care policy and hospital financing and has deep ties to GNYHA. He was most recently the top health care lobbyist at Bolton-St. John’s, serving as GNYHA’s longtime consultant. He earned a BA from Williams College.
